This deliverable presents the PED Readiness Assessment (PED RA) Policy Roadmap, developed within the PEDvolution project to support the establishment of a harmonised European framework for assessing the readiness and maturity of PEDs. As PEDs are increasingly recognised as a cornerstone of Europe’s transition towards climate-neutral, energy-efficient, and resilient cities, the lack of a common assessment approach risks fragmentation, limited comparability, and reduced policy and investment impact.
