This report presents PEDvolution’s Monitoring and Verification Plan and the preparation of three co-developer Positive Energy Districts in Germany, Switzerland, and Slovenia. It defines KPIs, baseline conditions, and assessment methodologies to evaluate the performance of the project’s seven solutions across energy, environmental, economic, and social dimensions, establishing the foundation for real-world demonstration, validation, and future replication.
